The establishment of intergovernmental relations (IGR) mechanisms is an innovative feature of the Bangsamoro Organic Law (BOL). Article VI of the BOL mandates the creation of several IGR Bodies: National Government-Bangsamoro Government Intergovernmental Relations Body, the Philippine Congress-Bangsamoro Parliament Forum, Fiscal Policy Board, Joint Body for Zones of Joint Cooperation, Infrastructure Development Board, Energy Board and Sustainable Development Board.
IGR are the processes and institutions through which governments within a political system interact. While the concept of IGR is traditionally associated with federal systems, scholars maintain that IGR mechanisms can and do play a key function in unitary systems as well. IGR can potentially be a game-changer for the BARMM as unilateral decision-making in the national government can be transformed into shared understanding, mutual respect, and interdependence, with genuine collaboration amongst stakeholders.
However, the concept of IGR remains an unfamiliar one; thus the organization and establishment of these mechanisms might prove to be challenging for the transitional government of BARMM. One institutional challenge foreseen that must be addressed is the ambiguous relationship between the BARMM regional government and the local governments, as well as defining and implementing IGR mechanisms in the broader national context - demarcating the role and responsibilities of each level of government in the organization of IGR bodies is a tremendous task.&nbsp;
